Interstate Freeway 45 and the Peakton Cliff

1. Hey, guys. I was wondering if I could enlarge a freeway (45) so that it could reach Chico? I made this freeway to connect my city to Katsnelson. Soon I thought of making it bigger, and I saw Chico. Because Katsnelson is not connected to Chico, and Chico is not connected to any city, can I enlarge 45 to Chico?

1. Hey, guys, in this diary entry I also wanted to list a problem. Somebody (I don't know who) made the cliff 'Peakton Cliff'. It surrounds a lot of Commonia, and I don't remember seeing it before. I've been editing my city for long, and I don't remember the cliffs there. Can I delete parts of it surrounding my city?
