Several Questions

Hi! I've come back from a long hiatus and will start to be active again when possible. I have several questions that I would like to ask the community.

First, about collaborative countries:

1. How do I join a collaborative country?
2. Can I create a collaborative country?

These two questions come from the fact that I love doing street layouts and detailing but can't really work on highways or long roads efficiently because my computer doesn't let me intall JOSM.

Second, about creating a sorts of city state:

1. Is there any city state in OGF?
2. How could I create a city state?
3. Can I get in touch with a country owner and have them lend me a small piece of land to create a city state?
