So we can calculate 3090 * 15 flats are 46 350 flats in all. Let in each live 4 persons as average, so we get 185 400 possible inhabitants = 14 500 each km² (I hope, I did not miscalculate me).
O.k. - that is only a rough calculation. But it is to see, that 100 990 inhabitants are too few for this central dense urbanisated area. So now I set 170.990 for this area.
