The joys of rescaling things ... like entier city center....basically rescale in JOSM by selecting all and using Ctrl+Shift (or was it Ctrl+Alt ... one of them is rotate, but you can work that out) and upload.
And all roads and rail broken in JOSM, split those and reassemble using the web editor...
Check using the OGF Scale Helper, eg: http://tile.opengeofiction.net/util/map_scale.html?map=C/15.372989512876591/62.00805/46.58825&map2=OSM/x/51.48012/-3.17211&pxpt=0.277&scale=6250
Now you notice that the area for shopping, offices, government, railway station etc is about the size of Cardiff, Wales. We even have a stadium in the city center!
Repeat until correct,sane or until insanity has set in...
